Job Summary:
The College of Engineering is seeking an Assistant Dean of Online Programs. This is a full-time (1.00 FTE), 12-month, professional faculty position.
Oregon State University and the College of Engineering have had a long-standing history of delivering internationally recognized high-quality Ecampus programs. A critical component of these Ecampus programs is the due to effective leadership and implementation of new and existing programs at both the Undergraduate and Graduate levels. The Assistant Dean for Online Programs is a key role within the College of Engineering in continuing this history of success and growing the to align with our Strategic Plan.
The Assistant Dean of Online Programs reports to the Senior Associate Dean for the College of Engineering (COE) on all matters related to the college's online programs and serves as the champion for college strategic goals related to online learning. They are responsible for the key performance indicators for these goals and serve on the team of Strategic Champions for the college. The Assistant Dean takes the lead, but collaborates with the Associate Dean for Undergraduate Programs, Associate Dean for Graduate Programs, and School Heads on the areas of online education and asynchronous course delivery and offers strategic expertise consistent with the college strategic goals. The Assistant Dean is responsible for leading program coordinators in new thinking and new strategies for the improvement of course and program delivery. The Assistant Dean oversees general operational plans for online education and ensures the college faculty follow Ecampus and college policies. The Assistant Dean is the conduit between the College of Engineering and Ecampus administration and College of Engineering faculty and online program managers/directors.

Key Responsibilities
50% – Program Leadership:
• Develop and implement in concert with college leadership, a strategic plan for the development of online education opportunities and a college process for any new online initiatives. Identify course gaps that will increase enrollment and student conferrals.
• Collaborate with College leadership, OSU Ecampus, other OSU Colleges, and corporate partners to identify online education opportunities that will allow delivery of scalable, contextually rich, engaging and objective-driven web based and hybrid-based credit and continuing and/or professional development courses, credentials, and programs.
• Collaborate with Ecampus staff and COE School Heads in identifying opportunities that may have market demand that could be offered in COE.
• Serve as a resource for Ecampus staff and COE School Heads in their market studies.
• Provide vision, leadership, and guidance to COE in the development and implementation of expanded online opportunities.
• Ensure that the identified opportunities align with college and university missions, visions and goals and that inclusive practices are implemented, ensuring delivery of online learning to individuals of all identities and abilities.
• Understand and remain current with best practices in online higher education, including organizational models, delivery approaches, digital media tools and academic technology/learning management platforms, staffing/personnel issues, and workflows.
• Ensure these best practices and quality assurance are implemented with all online courses and programs.
• Support COE faculty with online and hybrid courses/programs development and delivery to ensure faculty are receiving the necessary resources.
• Regulate all course development/redevelopment and track course offerings.
• Complete the US News and World Review graduate report with Ecampus and College of Engineering Financial Planning Manager.
• Reconcile all fiscal transactions from Ecampus to the College of Engineering and transfer to appropriate indices.
25% – Program Coordination:
• Coordinate the development, implementation, and MOUs to ensure all courses/credentials/programs are meeting the required responsibilities between Ecampus and COE Schools.
• Liaise and negotiate between COE and Ecampus to receive resources for online courses/programs.
• Recommend tools/techniques to ensure online courses/programs are developed with the latest research and data to support online learning.
• Facilitate ownership and clarity between Ecampus and COE Schools on all aspects of online courses/programs, from initial course and program development to course adoption, to on-going delivery and assessment.
• Ensure each implementation includes on-going continuous quality improvement and assessment process robustly embedded in design.
• Serve as a resource and liaison for Ecampus marketing functions and CoE Marketing and Communication.
• Oversee and coordinate University and Accreditation assessment compliance for online programs and courses.
• Serve as the primary point of contact for online and hybrid education in COE; serve as a resource for resolving issues related to online learning.
• Participate in and engage with Online Learning and Continuing Professional Education organizations to ensure pedagogy, online learning tools and practices are being implemented within online courses and programs and provide recommendations to COE and Ecampus for online delivery.
• Create professional development opportunities for industry and the community at-large to support life-long learning efforts by COE.
• Implement learning tools to enhance online learning and/or suggest such tools to Ecampus for purchase.
• Create faculty support events/workshops to share Ecampus services and support with college faculty.
25% – Program Oversight:
• Manage the responsibilities and duties of program coordinators for online education within COE. Serve as a leader for Program Coordinators across the College.
• Advise the dean and other college leaders in resolving employee issues and determining discipline and termination with University policy of the program coordinators.
• Provide strategic advice to the dean, associate deans and school heads in setting goals primarily responsible for the achievement of results.
• Guide the professional development of the COE online program coordinators. This includes anticipating training needs and creating/developing appropriate training opportunities.
• Partner with school heads in making decisions about hiring, retaining, and rewarding program coordinators.
• Negotiate fiscal compensation from Ecampus for COE online courses/programs to ensure COE online efforts are supported by Ecampus.
• Provide recommendations and assist Dean, Senior Associate Dean, and other college leaders on compensation decisions for program coordinators.
What You Will Need
• Master’s degree in higher education, curriculum and instruction, instructional design technology, business admin, organizational leadership, or related field from an accredited institution.
• 5 years’ experience in the management of successful programs at universities or other large organizations.
• Experience managing development and delivery of online learning at a programmatic level.
• Familiarity with program assessment tools and processes, accreditation procedures, evaluation, and quality enhancement.
• Knowledge of compliance requirements and quality standards for online education and academic technology.
• Business knowledge including budgets/fiscal reporting, business modeling, and continual forecasting with a proven track record developing, organizing, successfully implementing, and managing new initiatives (including those related to academic technologies/online learning).
• Ability to synthesize and communicate information to divergent audiences (including students, faculty, administrators, and external constituencies) for clear understanding and compelling vision.
• Ability to identify opportunities and take action to build strategic relationships.
• Knowledge of student information systems as it relates to enrollment management and recruiting.
• Appreciation for and commitment to developing a broad professional network.
• A demonstrable commitment to promoting and enhancing diversity.
